Worried about losing America's "edge to China," House Speaker Mike Johnson on Tuesday said the federal government should not slow down or pause the development of artificial intelligence.

"They can self-police. They can self-regulate," Johnson told reporters. "They don't need the government to tell them to slow it down. If they want to slow it down, they should."

While he expressed some support for slowing development if AI companies are behind, he was adamant that AI development should continue.

"We cannot have a moratorium on the development of AI because then we will lose our edge to China," Johnson said. "That has serious national security implications for every American family. So there's a balance here."

In an essay published over the weekend, Amodei, who heads the company behind Claude, wrote: "We must slow the pace at which ‌we ⁠improve the capabilities of AI models. Progress will still seem fast, ⁠and we must make wise use of the ⁠time we gain."

He outlined specific imminent threats the world could face, including AI swarms escaping and taking control of the internet within six to 12 months.

"It’s my worry that in six to 12 months, such a swarm could be capable of taking over the entire internet with a persistent botnet (potentially causing hundreds of billions of dollars in damage) and that the scale of damage would continue to increase from there if AI becomes more powerful without the necessary guardrails," he continued.

He proposed a three-step plan that includes industry-wide and global regulation of AI, alongside independent monitoring.

Amodei described how developers are on the brink of losing oversight of AI development as it increasingly learns through self-improvement.

AI counterparts Sam Altman, CEO of Open AI -- the company behind Chat GPT -- and Elon Musk publicly agreed with Amodei.

In a statement, Altman committed OpenAI to implementing the first step of the plan by giving independent third-party evaluators employee-level access to internal systems.

Musk, who has previously spoken out against Anthropic and Chat GPT, simply wrote that "Dario is right."
